I spent over 30 years with the Ontario Provincial Police, retiring at the rank of Inspector. I built 10-8 Services Inc. because I saw a persistent gap: police services, associations, boards and municipalities facing harassment complaints, governance disputes or public complaints that too often were served by investigators and mediators who didn't have the right investigative background, understanding of the municipal environment or were too close to be impartial. One needs to understand the chain of command, the discipline process, political pressure on boards and be impartial and skilled to understand that findings need to fact based to withstand internal and public scrutiny.
